I don't know why people match Goku up against characters with broken ass abilities, it's a total mismatch. Goku is far from being the strongest character because he's not a character with bullshit cosmic powers & whatnot. He's a straightfoward hand to hand martial artist with energy projection. He's low tier out of various characters, however within his own type of moveset he's arguably one of the strongest.

Right. Windows Era (6th game onwards) Reimu can just do her "Na-na-na-na-naaa! Can't catch me!" thing if she really thought she was threatened, and when UI goku loses his grip on the power and crumples like a fetus, that would be her time to strike at him before he can recover. The purple hair exclusively comes from the PC-98 games, and at that time, Reimu had to use a flying turtle to get around.
It's the difference between someone vs. UI Goku and someone vs. SSJ3 Goku. There's a mix of abilities and experience/age that one has and the other doesn't.

Again, it's a mismatch. Goku is a straightfoward hand to hand fighter like a Street Fighter character or something like that. He's far from the strongest character in fiction, however he IS the pinnacle of hand to hand martial prowess. His competition is people like Ryu and whatnot. If you properly match Goku within his genre he's in fact arguably the strongest. Basically, if Goku can't beat any given type of bullshit hax character then that means nobody else within Goku's genre can either.

Surprisingly, there might be an answer to that in Reimu's case. For Reimu specifically, she's disconnecting herself with reality by flying away from it. However, described in both Battle of the Gods and seen in Super Broly, two fighters of significant power can punch hard enough to send ripples through reality or outright break through reality. If UI Goku is strong enough and was able to figure it out, he might be able to use this to his advantage to get to Reimu by breaking the reality she's flying from.
After that, it's all about landing that single hit, which would be no issue for someone with UI Goku's speed.
However, your point is that Reimu is using hax, and no-one in the Dragonball universe should be able to take her on if she uses hax. My answer is: No-one in HER universe could take her on if she uses hax, let alone DB's. It was an ability never meant to be used for the infinite duration implied, and she's never done it in canon before. It's theorized by people that this ability is why the spellcard system was made - mostly so that someone with hax can stand on equal footing with someone that doesn't.

However, that's not the question being posed here, regardless of how one-sided it is in both cases. If it's PC-98 Reimu, it's not a question that Goku wins. If it's Windows Reimu, 9 times out of 10, Reimu will hax Goku's UI away, but it is not impossible to catch her. That was my point.

Fighting games aren't all the same. Street Fighter for example is entirely different from Guilty Gear. Goku's genre is stuff like Grappler Baki, Hokuto No Ken, Street Fighter, and so on. Hand to hand combat and martial arts. In that regard, Goku's the strongest by far. He represents his entire genre in a way few character can do.

Ingrid is from Street Fighter Alpha 3 Max and Ingrid is uber hax. No one has ever confirmed if she is non-canon or not, but most people ignore her because she's a dumb character that eclipses everyone else in the series as the strongest character.
Also Goku is a galatic and/or dimensional level fighter, he isn't in the same genre as street level characters like Baki or base Ryu.

Gundum mechas in the exact same way would dream of being as powerful a mecha as Demonbane. Or another example is a Cat aspiring to be just like a Lion or a Tiger. They are all part of the same genra or theme.

Yes, but he's still a martial artist. He's not like Superman or some Touhou character, who specifically are meant to be broken ass characters with wacky abilities. He's grounded to a very specific set.
Superman can use martial arts, but his identity is not that of a martial artist. He's literally a superman that is meant to be able to do just about anything. There's a fine difference between Superman and Karate Kid for example. He's not a martial artist in the same way Karate Kid is. It's not his identity.
Goku could simply teleport himself and superman to some kryptonite.
