Because faces are just a matter of improving models and texture resolution. That isn't really that hard. As technology improves its pretty easy to just make everything bigger.
Hair is a different beast entirely. Accurately replicating hair in motion, when moved by a breeze, each individual strand, etc requires a LOT of computing power. To accurately recreate hair you would need to simulate ~100,000 non-rigid objects all moving nearly independent of one another with their own individual anchor points. You would also need them to all respect the physics of each other, the body, the clothes, and objects around them, or else you get clipping. And all of this needs to be done on the fly in real time.
And even when you DO solve all these problems and now set your supercomputer on fire trying to simulate all that physics going on in real time you've really done nothing to improve gameplay. Its easier to cut corners and make something that is kind of good enough. In a ton of games you end up putting a helmet on your character anyway.
