Repeatedly practicing something in order to improve at it is the literal definition of skill.

I don't know who you're talking about but I watch many who speedrun and also play shit normally. I have never seen them freak out about playing a game normally, only get happy when they see the optimal strats while playing and start using them to speed up re-trying.

You are CHEESING the game and GRINDING for the best possible random. A monster does a stupid move and you get a better time? This is a success. You've grinded for good RNG and good (stupid) AI.

There's nothing skillful about it at all.

That’s fair when you’re talking about games that involve very little gameplay skill like Minecraft, but I don’t think this same line of argumentation applies to games where speedrunning requires you to perform exploits/ tricks in precise patterns in order to proceed.
From what I can tell, speedruns are about a 50/50 split between both types of games.

There are plenty of games with little to no meaningful RNG or where the seemingly random elements can be controlled through some obscure manner. You're not picking apart speedruns as a hobby, all you're doing is flaunting your own ignorance like it's a badge or a medal.

Yes, user. That is what you do with a skill. You do it so many times over and over again until it comes natural. What you're referring to is being natural to something. But even they practice to enhance that skill.
If a speedrunner for example, as dumb as it is, can perform something in a game which you can't they are more skillful at it than you are.

But some speedruns are just dumb, but then you have games like Super Mario 64.
