For this matter, WP is advocated against because it's a chemical weapon that causes lots of "unnecessary suffering" and "hard to control as to who it targets". However, it is so only when in the form of a weapon, but there's no argument against it when used to generate concealing smoke or lighting an area. Provided solid enough context and political levy, it can be used against enemy targets in a tactical and limited manner.
