Hrud actually would be cool and there is surprising amount of fluff for them, being basically non ratty Skaven.
Even if that pic still shows them as such, they have been redesigned into inflateble tube men by now, which amazingly fits for a scummy garbage race that can infest any crag and hole in any city or even spaceship.

Dark Eldar enslave humans for labour (not that they couldn't replace them with more efficient servants but the buggers are everywhere, easy to replace and any suffering is good suffering), but Eldar are prized because their anguish and suffering is so much sweeter. Exodites most of all because they're easier prey. Once they're in Commorragh they're drugged or have their psychic skills impaired in other ways and tortured.
Using too much psychic power would cause the city to have an Impressionist fit.
