It's supposed to be an extremely racist society, yet the racism seems pretty tame, aside from the bit at the beginning where you throw the ball. The fact that the word 'nigger' is never used by a white person to refer to a black person is pretty obvious proof they were afraid of really portraying the racism as brutal as it really should've been, and as a consequence Colombia doesn't seem to be as terrible a place as the game makes it out to be, it seems much less racist in fact then the real south was at the time.

If you treat Burial at Sea as canon then I always assumed the idea behind that is that she had to personally hunt down the Comstocks that have escaped to a different dimension from their own. Remember, the Comstock of the main game never actually set foot in Booker's dimension.
