It's a common term when discussing art and it is closely related to substance, essence or being in philosophical sense.

Soul, in broad and vague terms, means a game that is made to be a video game. Meaning there are no cookie-cutter elements or check-boxes like in modern gaming where you just NEED to have open world or crafting etc. (though that is not the case now, there are other trends incoming).
You can tell the people made the game to be something they would enjoy and play themselves.
