A game can have soulful elements but mediocre to terrible everything else. If you value a part that sucks the most, you could say that the game sucks overall. For instance, Alan Wake's soundtrack was pure soul, its story was good but its gameplay was extremely boring. Most ACE Team's games have soulful everything except for the actual gameplay. A different example would be New Vegas. Its gameplay was acceptable but its graphics were terrible even on release.

Retards mostly use "soul/soulless" as "old good/new bad" but it's incorrect. The fact that modern gaming industry is bloated and commercialized leads to most popular games being soulless garbage but soulful games exist even today, e.g. Kingdom Come.

Soul, in broad and vague terms, means a game that is made to be a video game. Meaning there are no cookie-cutter elements or check-boxes like in modern gaming where you just NEED to have open world or crafting etc. (though that is not the case now, there are other trends incoming).
You can tell the people made the game to be something they would enjoy and play themselves.
