The complete package was definitely GTA IV.
But all GTA games since III have been absolutely great. The 80s jams with VC, modern and classic greats with V; and so much relatively unknown music (to our generation) became classic because of GTA.
But, I say IV because of the multicultural and mixing pot vibe (which is liberty city) is mirrored in the radio stations. Just look at how diverse these all are:
