Might have been a good idea to clarify aiming as a separate action and not just aiming in general. I definitely wouldn't say it's ruined them but it would be nice to have some more modern fps games where you can shoot without having to slow to a crawl pressing the aim button first.

This is not really true since player and enemy health are both very low in games that lean on this feature heavily, it's trivial to clear a large room full of enemies due to the precision and efficacy of weapons afforded to you in military FPS games where the same scenario in Doom or Quake would be a 2-5 minute pitched battle because you can't dish out anywhere near the effective DPS, sure you can maintain your maximum move speed while engaging and said speed is generally much faster than even the sprint in military FPS games but it takes much much longer to clear threats.

Very few games copy RE4's mechanics verbatim, particular when it comes to aiming absolutely rooting you to the ground, most only cut your maximum speed in half and virtually none besides perhaps Gears of War have enemies that are so hardy, and even then Gears is a very movement focused shooter despite it having an aiming and cover system.
Additionally RE4 is an action/horror/luchador wrestling game not a strict shooting game and therefore a poor example for your argument anyway.
