A lot of the times it is, but it also depends on context. Unlockable costumes for NG+ or post game are just for fun and are in no way bad, while sexy protagonists can potentially add a lot to a game like in the case of horror games.

Because humans are naturally inclined to care for/worry about children and females more than men, this goes doubly so for visually appealing examples since we're innately biased towards that as well. It also adds weight to both their physical actions and their choices/struggles throughout the story.
A good looking protagonist can provide a nice contrast to the usually twisted themes of the game or the deformed visuals of the monsters.

For general example about all my points, picture Chris Redfield fighting a regular zombie or a larger mutation and then picture Linda Meilinda doing the same.

Of course, that's not to say that it's the only good type of protagonist for the genre.

Sexy butts are great. I have an almost unhealthy admiration of them. I see a great ass, I immediately picture it on my face, and seeing great asses is something that I find enjoyable. However I wouldn't want one in every single game. Fanservice is nice in moderation, but not when it's constant, and sometimes it doesn't fit at all depending on the tone. Optional unlockable stuff like those outfits are fine though.
