I have a theory.
The Heavy Update will be revealed to be the final update for the game and will have the same name as the game's first update (also The Heavy Update). It will launch in conjunction with the final issue of the comic and will play into the announcement of TF3, which is actually Project Citadel, but Valve actually opted for a bait and switch project codename that also happened to be a synonym for Fortress, similarly to how they codenamed L4D3 HOTDOG. This would align with Citadel being described as a "small project" and the fact that Valve employees have stated they only want to touch the HL IP for "large-scale projects".
