Its impossible to build a PC with similar specs right now. You will not find an SOC available on the general market that has a single 8 core CCX with a RDNA2 GPU. Just like the next-gen consoles RDNA2 GPUs aren't even out.
Once they are, a $200 mid-range GPU will likely be faster than the consoles onboard graphics. Simply due to having its own pool of dedicated memory, and most importantly not having to share a single thermal envelope with the CPU.
Still you will not be able to cobble together the strange mix consoles have of bargain basement hardware with a slightly more capable SOC chip than you can normally buy in a store.

I remember reading that while current GPUs use PSU connectors to draw power, the new GPUs will abandon that entirely in favor of a new PCI slot, so no new PSU with new connectors or adapters will do the job simply because there will be no slot on the GPU themselves.

Ryzen 7 2700 (slightly faster clock speed yet slightly lower IPC - about even)
RX 5700 overclocked to 2.23GHz (same CUs and architecture as PS5)
2x8GB of DDR4
It's not as fast as you might think and these parts will be cheaper in a few months when newer hardware comes out.

As a PC user, consoles are able to be cheaper because they purchase the components used within in bulk rather than an individual PC user who has to purchase each on individually.
Not to mention they don't use Nvidia GPUs so they don't have to pay their inflated prices.
That said I'd rather not be locked into a single ecosystem for my games.

You could never draw enough power from the motherboard to power a 300w GPU. That would be retarded considering how prohibitively expensive it would be to add the necessary components to the motherboard as well as being wholly unnecessary.
