I always thought MT Framework games from last gen held that record, that shit must have been made by black magic or by sacrificing several virgin shrine girls with how great it ran on weaker PCs when most other publishers didnt seem to care about PC.
yeah mgsv ran well but death stranding is running even better for me despite being newer. probably because of the dlss thing from nvidia

Both MGSV and Gorrilla Engine (DS) were written by Americans, in America. So I would not say this is a true Japanese game that runs well on PC.
Sorry misinformation on Gorilla Engine, the real name is Decima Engine and it was made in Holland. (not Japan).

Keep checking that game's steam discussion page. It's pretty common for me to buy a Japanese game on steam and run into some obscure error that prevents it from running. Usually, someone else has the problem and posts a solution.

Decima looks to be pretty optimized for this game; even on a 2 core 4 thread CPU you can hit 60fps. I doubt you'll get the same performance from Horizon unless the devs are sharing notes.
MGSV and the resident evil remakes run well too. Western games are losing the only thing they have over JP kamige.
Basically every Capcom game that runs on MT Framework or RE Engine run amazingly well for the visuals they produce.
