Big Boss originally wanted mercenary state that could trump any nation's military so the mercs and soldiers could choose which side they wanted to fight on, but warped into wanting endless war so his mercenary business would always be running like a well oiled machine, but that was practically retconned because Kojima likes Big Boss too much to commit making him bad.
Solidus, since it was before the patriots had implemented so much control that the world would still be livable without them. Solid was also right, since he put duty first and didn't stop fighting until there was no more fight.
