if CERO deems a game R-18 it will be given R-18 and inform "you have to remove X content if you want the game released on consoles otherwise only release authorized will be PC" even if the company doesn't want to make PC port.
besides EOC doesn't care that much to handle PC software,if was like that you wouldn't have doujins games released almost each week of the year sometimes 3 releases for week

They didn't ban panty shots, they're banning nudity. All nude scenes from TLOu2 is censored in Japan due to this; their logic is that females nipples is the equivalent of porn. Characters can dress up in strings, with a high age rating of course, but the moment a nipple or cooch is shown that is gonna quickly get removed
