The regular version of XI is on Steam so it really would be strange as fuck for them to sell XI S on some other store and not bring it to Steam, but who knows. If MS is paying for this I wouldn't be so sure. I wonder how the people who already paid for XI feel though, are they going to be able to pay for an "upgrade" to XI S or would they have to buy the whole game again? Good thing I didn't buy it yet.

Yes. DQ games are all stand alone, even the ones that're technically sequels are still more or less stand alone titles. Mostly if you are aware of the standard story cliches, you'll enjoy where it either wholeheartedly embraces them, or cheekily subverts them.
11S was a complete celebration of the series, so there's plenty of nods to old games and there's an entire sub-quest about going to the worlds of the old games, and fixing some issues that've been caused by monsters there- purely optional and entirely just fanservice, but fun.
If you're not sure if it's for you though, I know the Switch version had a Demo that lasted for fucking hours, literally the entire first few acts, and you could port your progress over to the full game if you then brought it. So I assume PC/XBox will have the same, just do that.
