At the very least it felt like he was the only character who was the inquisitors friend and would actually hang out with them in a casual setting like a fucking reasonably normal person.
Everyone else is either too weird in the mental department ((Sera, Cole)), too much of a serious/'professional' companion to really seem like a friend ((Cassandra, Solas, Blackwall, Cullen, Viv, Leliana, Josie)), or they're just otherwise distant/have their own shit going on, ((Varric in that he's friendly but belongs to another friend group + seems to put the Inquisitor on a pedestal a bit too much, and Iron Bull because of the whole Qunari spy thing, again belonging to another friend group, and just generally not being able to believe a word he says)).

I think that mod is so that female inquisitors can 'romance' him, though I don't really see the point in that since basically all of the inquisitors romance lines are unvoiced + Dorian still refers to you as male.
