Just beat it this morning for the first time in years. The first few levels are the peak, after that it's some of the laziest and most repetitive level design you'll ever see.

Why do people call 3 peak? Most levels you can just rush through doors, and the constant slowed down camera shake Cortana flashes were nauseating at best

It never gets good because First-Person Shooters are a tedious, flawed genre that revolves around an overly-reptitive gameplay loop. It's unfulfilling and there are other genres that can provide the entertainment you're looking for without being awful tripe like FPS's.
If the game hasn't won you over then nothing will. It's an old game from a time when shooters were new.
