Localizing japanese jokes is kinda ok since a lot of times it's impossible to actually translate them. Sadly, most people working on translations think that localizing means replacing the whole script with retarded jokes and unfunny memes, even in parts where characters are talking normally.

This is annoying with both games and manga.

The original dialogue was written in Kana and was meant to read like stilted robot speech. Yeah the translation memes it up a bit but the concept is the same.

statistically speaking there's probably at least 3

cowboy bebop and other anime from around that era usually involved the original director in the english translation, hence a lot of the iconic voice acting and line delivery of shows like Bebop, Shamploo, NGE and even Silent Hill.
Bebop and Shamploo in particular were designed for the western market. FROM games do a similar thing, the game dialogue is written in english first and the JP release just has nip subs.
