Why do games do this? WRPGs, JRPGs, 50% of either of them will have this happen, sometimes multiple times.
It's really one of the few "tropes" that really piss me off.

I don't mind it if its like a battle that you lose even though you successfully do your part in it. But what I hate is when your bullet-sponge escort gets shot once in a cut-scene and now suddenly hes critically injured and it changes the pacing.
This, but also if you beat a boss that's supposed to be unbeatable, I'd like it if the cutscene itself is altered slightly, perhaps with the boss struggling before taking a cheap shot on you instead of acting like it had the upper hand the whole time.

you know what is worse than this? In Kiseki, where you are supposed to be these strong ass Bracers, and everyone from minor criminals to eldery invalids manages to escape from you time and time and time and time again.

If it's the strongest enemy in the game, bragging rights are the reward. What are you going to use any equipment for?
For the next strongest monster they add in the $60 DLC.
Easy fix. Add a newgame+

I think that's true regardless, the real question is, when you have difficulty scaling that looks like

How do you end it? It has to end with either one or the other. Some games scale near infinitely but those are even more problematic because it ends up feeling even more like a treadmill
