That is literally rumors and speculation. Kojima's next project could be literally anything. My best guess is he will be focusing some of his time as a consultant on the MGS movie being directed by Jordan vog Roberts. We probably won't hear anything on Kojipros next project until at least the first trailer for the movie has dropped.

I thoroughly enjoyed it. It did get a bit tedious at times and it wasn't the best story of all time. But the atmosphere was amazing and the gameplay was actually original and hooked me. Definately better than any potential MGS VI and kojimbos attention to detail is spectacular. I am actually glad Kojima lost access to MGS.
