When you played when you were younger I'm guessing you were a pussy and realized leveling up made enemies stronger so you stopped. They appear pretty early on.

I don't have mod recommendations, but just be sure to pick up The Shivering Isles if it doesn't already come with it. It's a must play if you already have the base game.

Oblivion was a mistake on so many levels.
I enjoyed fcom which overhauled the world and made it more static, going into certain dungeons as low level can severely fuck you up.
Also make absolutely sure you get the unofficial patches

i don't remember what they're called anymore but at first i'd only get a mod that changes the leveling system to a traditional experience. maybe they even address the quest reward scaling too, but if not, just get a separate one for that. for any others just browse nexus for what catches your eye

Yeah the scaling makes it so it's super easy to miss the middle level encounters like minotaurs and land dreughs. I recommend using a de-leveling mod such as Oblivion Scaling Declusterfucked which makes it more like Morrowind where you'll run into higher level enemies but can still find the previous ones running around
My first character in Oblivion was a Sword and Shield shitter and the final battle involved 5 Scamps and 5 Guards.
On my second playthrough I played a Monk and saved the world by killing giant Dino's and Crocs with my bare hands.
Imagine what we would have got if Kirkbride stayed on and Howard wasn't trying to chase the LotR hypetrain. I will never understand how a team could create one of the most interesting worlds in an RPG IMO and then make it their mission to undo everything that makes that world unique.
