Because Vegeta's biggest flaws are his ego and stubbornness. He throws himself into fights he can't win because he assumes he's guaranteed victory. When Vegeta accepts that he can't win with brute force, when he swallows his pride and uses his head, that's when he shines. Look at the early Namek saga, he knows he's outnumbered and outgunned, so he plays it smart, picks off his enemies one by one, and steals the dragon balls right under Freeza's non-existent nose. It's only when he started thinking that he was a Super Saiyan that he went full retard.

He doesn't underestimate his enemies, he overestimates himself. He thought he could beat Goku because he thought an elite could always beat a low-class wretch. He thought he could beat Freeza because he thought he was a Super Saiyan (and note that he was fucking terrified by the prospect of fighting Freeza before making that assumption). He thought he could beat the Androids because he actually was a Super Saiyan and wasn't just drunk on power but white girl wasted on power. He thought he could beat Cell because he was a Super Swole Saiyan.

The latter lead to the former. Vegeta knew how powerful his opponents were, he just thought he was stronger.

You would think he would learn from those experiences and be more cautious in fights, but nope. For all the character growth and power wank he got in DBS (he was significantly weaker than Goku at the end of the Buu arc) he would overcome this character flaw but it still sticks like a sore thumb.

He has changed, subtly. Note how he derided Top for sacrificing his principles for power, a decision Vegeta himself once made. And how he obtained a new powerup by refusing to abandon his principles, and deciding to do things his way instead of trying to play catch-up with Goku again. Yeah, he kept throwing himself at Jiren until he literally could not stand anymore, but he wasn't doing so out of foolish pride, but because he decided to fight for those he cares about until the bitter end. And note how he encouraged Cabba to become stronger than anyone, even stronger than Vegeta, when once upon a time Vegeta couldn't stand the idea of anyone being stronger than him.

Good twists and turns, strategies and outsmarting since Goku wasn't there for 75% of it to just punch away the baddies.

Yeah I guess those are some good points. The execution is still poor though (Blugeta's Final Explosion felt so cheap and his ascension to SSG and SSGSS being off-screen felt wasted to me) but some of your points are good.

Krillin and Kid Gohan had such a good dynamic. Them taking the spotlight with Piccolo in the Garlic Jr. Saga is the only reason I even consider it decent enough to rewatch despite the overall low quality of the filler arc.

That's not an exclusively Vegeta issue, that's a Saiyan issue with being arrogant and drunk on their power.
Just like Gohan vs cell and Gohan vs buu.

Hell, look at Battle of Gods. Vegeta willingly humiliated himself by doing that bingo dance so Beerus wouldn't destroy the world. Can you imagine pre-Buu saga Vegeta ever doing something like that?

In DBZ and Super, how many enemies did Goku actually manage to beat by himself in a 1v1?

Yeah, but in Vegeta's case it's magnified by his status as a Saiyan elite and growing up under Freeza's rule. He felt that he had to prove himself.
