Armstrong used the "we're a lot alike you and i" cliche to an actual result. Raiden left the fight with a bit of Armstrong's philosophy. He was no longer using excuses to make his might right. On that note, requesting the pic of Raiden saying that his sword is a tool of justice and the every boss laughing at him.

A lot of people seem to miss that MGR is literally about Raiden realizing that Armstrong is right, and the only way to actually enforce your morals and sense of justice in the world is through violence.

He wanted to reboot society so that it would be completely free of the Patriots AI's lingering social engineering. The Patriots were shut down in MGS 4, but people continued to follow the trends and rhetoric that system established, especially the technological forever war the world economy became dependent upon.
Armstrong wanted human society to course correct in a drastic way so that it could fully become dictated by human beings again, not blindly continue the "memes" of a dead computer system.

Exactly. If he wasn't going for a world that was foreshadowed in the music for the Ray fight first thing in the game, he likely would have succeeded in turning Raiden to his side. Probably the greatest irony is that Raiden wanted people to be free and the weak protected. Armstrong made it clear that Raiden would need to beat down others and enforce his authority at the expense of other people's freedom. So why bother with having the weak, freedom for all!
