The Gyro would have been from an alternate universe, and would some capacity would have different experiences throughout his life. Gyro's corpse is still in the vicinity as well, and there's a chance new Gyro would get to close to it and explode (Which Valentine was probably banking on even if he would hold up his end of the bargain to bring another Gyro).
Also, Valentine keeping the corpse would eventually doom every other nation on the planet.
