Like what the other user said they dont really teach this stuff at all unless youre doing specialist shit. The reason its base 9 is because theres only 9 classes. Everyone is taught from a young age two base systems, one is natural to learn (10) while the other one is presented entirely different to help with measuring a singular important resource, time (60). Its not really that complex, its just what you have available to represent a single digit.
