Mexican shows put a lot of focus on making wacky characters but their acting isn’t necessarily over-exaggerated like in Japan. Think of El Chavo or Familia Peluche, both shows have ridiculous characters but their ridiculousness isn’t rooted in the way they speak but rather the things they say.
Japan used to be similar. If you watch old shows you can see it was just the dialogue that was silly and ridiculous, but now they all make a point of making all the characters speak in annoying and over-exaggerated voices, and for some reason other countries decided to follow.

I don't understand, that's a normal, valid idiom in english.
The weird translation I don't understand is the weird way gooks use their equivalent of "that". I can't remember the exact quote, but I remember playing one of the main pokemon games and being utterly confused what they fuck they were talking about when they kept saying "that".
