Sometimes its true. I went to play GTA:SA on PC recently and it was so stark and empty feeling. I didn't remember it looking as "dead" as it did.
Turns out there's mods that restore the PS2 effects that I remember, like the giant fucking sun, and super vibrant sky that makes the game actually feel comfy.
The problem often, is that devs make a classic game at a time when they need to make choices about art and style due to the limitations imposed on them by the hardware of the time. Then they come through with a re-master and often fuck with things that end up highlighting all of those tricks they pulled and generally making the game look awful.
