I can think of three reasons. One, it makes a memorable boss if it is laughably easy (like pinwheel), but this doesn't work if you do it multiple times. Two, acts as a palate cleanser of sorts?? Three, the most likely reason, its a mistake.
They are gatekeepers. Basicly they only exists to prefent/punish you for getting good shit early, like kindling ritual.
Same with ds2, mage con is a joke until you try go twinking and go for no souls ring.
I dont get why they made Vordt so easy though.
I think From fucked up with Pinwheel. You were supposed to go to the Catacombs early game (before Anor Londo). He was never meant to be a late game boss, so by the time you get to him, you're too OP.

It was an oversight, you were supposed to explore the catacombs before anor londo, but for some reason the skellingtons were much more difficult than anything before anorlondo.
can confirm. i did a sl1 run on dark souls 1 and the first time i fought vordt he flattened me like 5 times before i got the hang of it. the bloodborne gameplay speed caught me off guard.

So you can kill him at the start of the game if you want to. It's intentional.
They tend to be gimmick fights, and gimmick fights should be easy for example: Dragon God being a stealth section is super easy compared to the boss that came before it, Flamelurker, because he was a normal straight up boss fight. If Dragon god was difficult then its gimmick would be stretched to thin and make it annoying.
He's a joke because he's based on a Japanese comedy act.
Thats the thing. Pinwheel had a fuckton of damage and can 2 shot a mid game charater, he just dies in a single r1 combo so it doesnt matter

The idea was for low-level players to brave a difficult area and then be rewarded with the rite of kindling. I fought him at a low-level during my first playthrough and he was actually a challenge

Except he is? He only got 30% more hp than Index and he goes in afk mode after doing his charges in 2nd phase. And you can get your weapon +3 and level up buncha of times. Hell, he is even weak to dark and strike and guess what mimic drops just before him? Dark axe. That thing can easily 5-7 shot him in sl1.
He can catch you offguard, thats true, but generally you can just sniff his butt and win.

Vordt was alright. He wasn't that easy, but knowing the genre will make him much easier than someone having DS3 as his first game. I think he is fitting at that point
Crystal sage, Wolnir, Oceiros, Greatwood and Deacons are much much easier for no particular reason.
Tbf the real challenge is the area before him. If you can pass that the boss should be a formality

Doesn't Pinwheel duplicate throughout the fight though? New players won't know you can R1 him easily and will be more cautious
Level only strength vigor and stamina with the FAP and wolf ring. Ds1 becomes a cakewalk for every boss at that point
I originally planned to come back to the catacombs once I found a weapon that seemed like it could permakill the skellies because I didn't get far enough to spot the necromancers, but then I never found one until post anal rodeo anywaym
Basically this, they just made the Catacombs too tedious and difficult for early game.

Dude what are you talking about? Greatwood gave me hell on my first playthrough. It's REALLY hard if you don't know how to deal with it. And deacons power depends entierly on your weapon. Straight sword - walk in a park. Spear or dagger - literal vietnam.
Oceiros is kinda hard too if you're not using a shield.
i mean he is not as bad as pinwheel but I kinda laughed when I saw how much damage i do to him on my first playthrough
also that retarded sudden music change cracked me up too(I almost died to his charges though).
