There has to be a cutoff point for this kind of thing. If it makes you feel any better in the medevial periods you were an adult at 12 in alot of places such as England. Even today in some nations the age is quite low. My dad says 25 but really it varies from person to person when there an adult. The issue is some people never truly reach a decent level of maturity while others can reach it younger then the law says. You come up with a test that shows your an "adult" that can be given to everyone in your nation starting at 12.
