No, Mario is less slippery in Galaxy than in Sunshine which makes him seem slower but that's about it. Mario Galaxy is extremely linear though, but it makes up for it with a variety of levels, the gravity physics, mission variety and a great soundtrack.

Sunshine is mad comfy tho

Tilting a stick partway is not the problem though. The problem is that being near the edge of a platform means you can't jump without backing off a bit or else Mario simply runs and falls immediately. This is a retarded design decision on a 3D platformer with levels that have moving and/or disappearing platforms like Sunshine does, and this is why Mario doesn't move like that in subsequent games, not even in 3D World even though that one works like a 2D platformer most of the time.

These issues are not in Mario 64 (or in future 3D Mario games for that matter.) These are regressions in gameplay and level design.
