Actual answer: Because they didn't think this through as MGS2 was supposed to be the final game in the series.
Example is this:

>MGS2 states that Colonel wasn't real during the plant chapter as it was a AI.

>MGS1 and 2 states they needed Big Boss clones because they were capable doing the patriots plan
>MGSV makes it that anyone can become Big Boss due to mind control

MGS1 shows genes don't mean shit, as Solid beat Liquid despite being the inferior clone.
MGS2 shows given the right circumstances, anyone could be made into Solid Snake.
MGS3 shows Big Boss's legacy was built off of killing his mentor, and her job was to let herself be killed by him.
MGS4 shows Big Boss was propped up as some christ-like hero figure by the Patriots.
So yeah, grabbing Big Boss's personal field medic (ie: the first guy to go to if Big Boss is injured in the field) and giving him a persona that's legendary to others will give good results. Look what they did with a random child soldier like Raiden.

It's pretty obvious if you've played Peace Walker before MGSV that the medic is supposed to be one of your S class soldiers from Mother Base. There really are grunts in that game who are as good as or better than Big Boss stat-wise. Using Big Boss for endgame stuff in that game is inefficient.
