It would make sense, but they wanted the scene to feel more like a transformation than a costume change. Here's a WW Zelda mod tweaked to have Tetra's skin tone. While not bad, it doesn't look quite right IMO.

tetra wasn't dark skinned, she just had a tan from being out in the sun constaintly. The magical transformation made her into a princess, which meant she would not be tanned because fantasy princesses don't spend that much time outdoors
