It's MANDATORY for any kernel level driver to be verified by Microsoft otherwise it will not run on consumer systems.

MS only runs basic unit tests to ensure the driver doesn't cause excessive system crashes and out-of-memory stuff. They don't review what exactly your driver does and how it's supposed to be used.
