Byleth was swapped out for Doomguy because Eternal got delayed from November 2019 to March 2020, which completely bypassed the VGAs. You can basically treat Byleth as a test run for Doomguy's mechanics.

Ryu (Ninja Gaiden) since, like Steve, there were a ton of rumors around him. The others will be Rex, a Gen 8 Pokemon and probably a new Nintendo series (Rhythm Heaven or Dragalia Lost)

The difference is that Sword & Shield is almost a year old where as 3H was 6 months old when Byleth was announced, & from a business standpoint I'm pretty sure that even Nintendo knows they don't need to put a Pokemon in Smash to get people to buy the game considering the Pokemon is one of the biggest franchises in gaming. Also if they were going to put a Pokemon in the fighter's pass they wouldn't have held that Spirit Event last year.

Wouldn't be surprised if the spirit events were determined in the early stages of planning like a lot of things. Regardless, they can easily just add a character thats not a spirit. This doesn't seem like a big road block.
