That's only really true for Mega Man 3's robot masters.

I really like 2's set because it's explicitly said Wily based their designs off the 1 masters but more combat oriented. Metal Man is a more effective Cut Man, Crash Man is Bomb Man, Heat Man is Fire Man, etc. In fact, if you jump ahead to Powered Up, you could say Flash Man is a completed version of Time Man's design.
