Meh, this isn't a big deal. The base PS4/Xbone had the same amount of storage at launch, and the PS4 didn't even let you expand it without outright replacing the drive. This is fine for a budget console, especially one as cheap as this.
The average size of a game in 2013 was ~30GB so it was okay at the time but now more and more games are reaching 100GB.
The XSS is just a very bad deal and the fact the expansion cost almost the same as the console itself is laughable.

outliers: hitman 2 with all DLC and legacy takes up 156gigs on PC, but it's all DLC you can disable to avoid downloading
