There's a concerted effort in the media to not have female characters pander to men who want women to be sexy or sexualized. What flew five years ago doesn't fly today, so they're probably constantly changing and tweaking things about the game for it to still feel like Bayonetta but not offend too many people.

I don't understand why so many SJWs and feminists hate Bayonetta. Feels like there are two opposing sides of feminism; one is more about not being in any way "oppressed" by men and not serving them anymore, while the other is actually about women being able to do whatever they want. Yes, it's a male fantasy, but it's also empowering in a way that it speaks to libertine women who do like to show skin, who do like to be valued for their sex appeal, who do like to make a man happy. These women exist.

kamiya is probably directing it (his first ever directed sequel for his own IP) cuz he knows that the hardcore fan reception to 2 was poor. struggling to find the right new mechanic for combat is the only thing i can think of that would delay them this hard. it's not like they're using an all new engine for the game, it's just going to be unreal again. the basic ideas are all there and the series can't be that hard to iterate on. kamiya is just being an autist.
also the game was probably on the backburner for a while cuz they were developing other shit like scale bound and astral chain.

Doesn't even matter that some of these design choices came from women designer. I think it was a woman who designed Bayonetta, who had Lara Croft in shorts, I believe Heather from Silent Hill 3 was also made cuter from feedback from the female staff.

What's funny about lara croft is that, according to them playstation magazines I've been reading for some nostalgia, the guy who came up with the idea of the main character being a woman was a man, not any of the women in the team.
