That can only be done on a hacked PS4. Ghost of Tsushima requires a higher FW version than is currently hacked.

If you wanted to make an emulator for PS4 the best way to start is hacking a PS4 and starting out with games that run well on a hacked PS4 and have a low complexity like 2D games. That's the best entry point for reverse engineering the hardware. Anything else and you will just waste your time and will probably never accomplish anything.
