This is me but three weeks ago and guess what? There are no good games that require all that horsepower.
I spent an unfathomable amount of money on a shitposting machine.
Watchdogs legion.
It's a pretty average ubisoft openworld shit but grapchis are really good.
You get stead 60fps with all cranked up to ultra (if you have a decent procesor) at 1440p, 4k is not so good or you'll have to use some DLSS to lower the quality but not worth it.

Cyberpunk has some good looking moments with every setting on the highes and runs pretty well on a 3080.
Unfortunately, you'll still have a lot of texture popin and shitty draw distances because optimization on the game is nonexistant.
Watchdogs legion, control, ghostrunner all run really fine and are good eyecandy.
If you didn't have an RTX card before, go for the older raytraced titles.

I'm convinced you guys are bottlenecking somewhere else. I have a 3080 and i runnit mostly high and ultra, including RT and have 0 graphic issues
Cyberpunk is an unoptimized mess and other than the characters, the graphics in Legion are overall better and take great advantage of raytracing.
AssPic related. This is Cyberpunk with everything in ultra and you'll rarely find something that looks considerably better than the fully rasterized version.
Only when SSR cutoff is pretty obvious you'll noticce RTX is off, other than that, there are just some minor light emission and shadow effects that aren't that impressive, especially compared to legion (Legion is still shit, though, I'm just talking about graphics here)

You are probably blind then. The game has obvious streaming issues that are not related to settings or "bottlenecks" it's a poorly working engine.
Go on a fast car/bike down a straight road while looking at the end of the road. And without going too far, jump from a high building into a busy street and watch every NPC appear on screen in an extremely obvious cutoff for spawning them.
What resolution? I'm running a 3700x with 32gb @3200mhz and have settled into 1440p with mostly high/ultra, dlss quality and medium RT. It's mostly stable, but still drops down to low 50s in crowded areas.

I've seen the issue being too widespread at this stage, including on 3080s.
Honestly I'm afraid of the same shit happening to me and I'm just going for a 970 to 3070 jump. With how fucked the performance on some games is right now I'm afraid of paying for that card only for it to become outdated as shit 2-3 years down the line. But at the same time I actually found a vendor that sells it at pretty much MSRP and I'm guaranteed to get one next week, but fuck I'm having second thoughts.

Cyberpunk tend to use only the ACTUAL cores and not the hyperthreaded ones on AMD, (check rivatuner, digital foundry's video on PC settings)
And the game is really bad at streaming assets, that's why it runs like shit on consoles, you could try setting crowds to medium but I have a 10900k and the game still has issues. It's just a shitty engine.
Everyone with a Ryzen should do this to smooth their frame drops
