Yes, so does trauma team. You can find them around town randomly. Get close and they aggro though.

There are a million bugs and it's not what I expected, but I'm still honestly enjoying it.
Even on the hardest difficulty, it's not hard to make the game much faster and more intense.

It depends on how you build yourself. My friend is playing Int / Netrunning. He hacks people. It looks fun, just too slow for me. I like being fast, so I went with Shotguns and Speed buffs.
