Besides fixing the multitude of bugs that happen at basically any point without warning, they have to fix the world itself. More shit to do that isn't killing people and the occasional sidequest. Random occurrences that add life to the city besides designated gang vs police fight zones. Actual traffic and civvie design that isn't fundamentally fucked, etc etc. When it comes down to it, the actual story missions and sidequests are fine, but they're buried beneath a game they really want you to explore in for fuck all besides better loot.
Which should also really have like, an anti-loot option or something. The looter shooter bits feel counter-intuitive to the rest of the game, I get what they were going for but I shouldn't be picking up a dozen of the same pistol that are stronger and stronger depending on enemy scaling. Instead they rely on it like a crutch, incentivizing the open world encounters by hopes that there's better loot that's all the same shit with more random boosts and power on top. Even Borderlands has better weapon loot design.

literally the only mods you see are gorilla/mantis arms, to the point that you can't have sleeved clothes show on your arms so they can showcase your hand mods. meanwhile all the augmentations are straight up extra abilities and buffs without even a shred of thought in the matter, and to top it off the game cooks up its own retcon that cyberpsychos like the tabletop game were just a false media narrative to justify the player being able to aug themselves out from head to toe without consequence.
No, there are several specializations and many different ways to play the game. One of the few things they got right was customization. But carry on complaining about whatever else.

redo the gun system. Don't have guns drop (have them all id locked I dont care) Have the ability to customize(paintjobs), mod, upgrade, give different iconic attributes. Have the Crafting system tie in with it more. Do missions to unlock new guns. Different types of ammo too

Shooting with several trees and abilities to alter how you shoot and specialize in what you enjoy shooting with and a large spanning melee tree to do just the same. Hacking, netrunning, stealth. Options for customizing your own gameplay are in great abundance.
How does it compare to watch dogs legion?
The game is just fundamentally bad, it's really not an RPG in any way and as an action game it's shit, the game has no direction. Either make a proper RPG or just fully embrace being a GTA clone, instead they do neither and the game suffers because of it
The world is much more alive in some aspects. The cops actually patrol the streets and chase you in cars.

Thats stupid considering you can just find the gun you like through normally playing the game. And theres no need for multiple types of ammunition since guns have status effects.
I wouldn't get my hopes up. When they did release official modding tools for TW3, they were barebones and intended to prevent players from actually modifying it in-depth, forcing a lot of modders to figure their own methods to go past what the devs restricted them to. If this game's even messier, I can't imagine the tools working, much less coming out.

Something went seriously wrong in the development of this game. The only quest that felt like an RPG was the same maelstrom quest they showed off in the 40 minute demo years ago, that quest alone has more branches than the rest of the main quest combined. The most enjoyment I got out of this game was being a passenger in someone elses car looking out the window and enjoying the scenery.
There is so much wasted potential in this game, it hurts. The setting, the possible augments, the hacking, the different classes, the different gangs, the potential gear and weapons. Everything you could ask for to make an amazing game but instead they churn out a GTA clone pretending to be an RPG, truly disgusting and depressing

honestly it feels like the majority of the game was built around the vertical slice in 2018 and they had to really improvise everything together.
The bugs will be fixed through patches, non-essential shit like NPCs running away instead of crouching can also be patched in since it's just cosmetic shit that barely matters to the actual game. More serious improvements to game systems will only come with an Enhanced/GOTY Edition, if at all.
It's the most dense, lived in and beautiful open world game ever made, and on top of that the combat, driving, and character customization is absolutely great. And this is without even mentioning how deep all the character interactions, writing and lore is. So eat shit

I would take your word if you stuck with the design, thats enough for some people, but to think anything else fits into absolutely great is a far stretch from the reality.
Now that it's out, I don't think there's any fixing a game as linear as this other than rolling out a load of story-focused single-player DLC with the same production values as the main quest. Maybe open up the remaining roles that got cut in development and give them their own stories that are unique to the role at hand. Give all of these roles unique side content as well, so cops can do busts and make arrests, solos can go around whacking people or saving a client from being killed, rockerboys can perform music and start riots, etc. The game's already out, people have gone through the main story line, and that's where most of the effort went. Everything beyond that is just fluff to make the most out of the game's world and will likely amount to repetitive, shallow side content. They just need to put that effort in again a few more times and they can turn this around.
