Shadow's most iconic appearance has him play identically to Sonic. Shadow's second appearance has him play identically to Sonic. Shadow's latest mainline appearance has him play identically to Sonic. Dark Samus has a wealth of abilities and feats completely dissimilar to Samus, but ended up an echo anyway. Nearly every single echo and clone didn't have to be an echo or a clone but they were anyway, because they could be. Shadow would be a semi-clone at best.
