Its King from One Punch being bullied by Atomic Samurai to fight after they beat the Monster Association and Atomic Samurai having doubts King ever fought during the encounters.
King's luck avoids him a confrontation, but Atomic Samurai still tells him to show him his skill with a sword. King proceeds to sit around for 8 minutes about to draw the sword but cant even pull it out of the sheath.
Atomic Samurai then reacts like that page.
