So with public trackers (such as kat and tpb) going belly up the way sharing sites (such as megaupload and rapishare) went years before, everyone shall be relegated to steam/netflix/spotify subscriptions, except for a few with access to private trackers and usenet?

It's because contemporary movies/tv aren't even worth the time it takes to torrent anymore. You'll probably always be able to find classics on public trackers, but scene groups are dying not because of any law-enforcement action, but because of a lack of interest.
