Fuck NSA but it's a cute recruitment drive tbh. You can say a lot about them but you can't say they're tone deaf.
Of course the real problem is that they're a fed agency and there's rampant inefficiency, affirmative action and petty politics. If the FBI is any indication it's probably a democrat echo chamber as well. Their recruitment dept is bringing their A-game here but the management just takes a big fat shit on all of that. But then again maybe the point of recruitment is to clean up management's shit anyhow.
Anyways, forget all that, what happens if you plug it in? I'd try it with a dummy phone. If you hang out at these places you'd probably have one for testing things anyway.
Also, wouldn't it be feasible to make a very compact dongle that goes between a public charger and the phone, blocking all data and only letting through the power? Seems like something that could be cheaply made and useful to people who travel often.

This is the perfect open source electronics project. It's just a simple circuit, anyone can do it, a lot of people would want it, and making it yourself has a huge security implication. You could also have a basic version and an advanced version that also works independently to show as an intrusion attempt detector: Maybe one LED for power, one LED for harmless data connection attempt, one LED for suspicious data (judged by an IC using whitelisted).
You could probably even reverse engineer theirs from the photo.

"USB condoms" usually also have other features like voltage protection, fusing, status display, etc. I'm sure that mains or higher voltage on a phone's 5V rail would be an effective DoS attack, for example.
