Boosting cognition's probably harder to do than just putting in some bugman internet-connectivity snapchat-vision. My guess goes in two directions-

1. If it needs invasive, dangerous surgery to be put in, people will only have it put in if it's actually worth it- i.e. if it boosts cognition, lets you have a unix shell you can interact with by thinking, boosts memory- if it has a high cost to get, it'll be used by professionals looking to get an edge, billionaires who want to be transhumans, and it'll be paid for by corporations to make their programmers faster (assuming it can do any of these useful things- if it can't it won't exist).

2. But if it can be put in easily and with minimal invasiveness- say, by sticking a flexible pipe up through a vein that deposits the thing where it needs to go, or nanobots you inject that dig into your brain (oof)- once it's easy to get and use, it becomes an iphone, and it'll be used by the masses for instagram filter vision, entertainment, porn, and large-scale thought observation.

The last few chapters of the short novel 'Manna' give a good example of the sort of horror this could lead to. The author portrays it positively- as a utopia- where everyone can get a chip in their spine that lets them interface with [basically the internet]... and superhuman AI 'referees' monitor your heart rate and can take control of your body at any time if you're about to do something illegal. The author seems to be in favour of this (I can't be sure, but the character explaining it sounds like his mouthpiece and the rest of the novel gives me a 'written by a socialist' vibe). I'd recommend you read it. It's not bad on the 'is' level, though obviously I highly disagree on the 'ought' level.

Here's the story. Now that I look at it again, the writing's not great either. But the first half of the story's pretty great; 'AI' is used to manage wagecucks, and slowly replaces all jobs from the bottom down; what amounts to a facebook conglomerate basically tracks every detail of your life and can decide you're unhireable in an instant.

I'd say the guy's diagnosis is pretty striking- it's just that his prescription is fully automated gay luxury space communism where daddy computer system monitors your thoughts for badthink.
