This is an extremely dire situation and it's a national security issue. By the UN refugee status rules any refugee must register in the first safe country they enter, and this band of fighters are all admittedly from places further south than Mexico. Mexico is partly responsible for this too, it's well known that Mexico has a southern wall of their own and it seems they are letting this group through, and not detaining them and sending them back. This isn't the action that a partner or ally nation would take, it's the action that an enemy state would take.
