Seventeen states, the District of Columbia and six cities sued the U.S. government Tuesday, saying the addition of a citizenship question to the census form is unconstitutional. Federal funding and congressional representation are at stake in the dispute over the Trump administration's move to reinstate the citizenship question to the 2020 census.

Haven't sat down and read the constitution in a while, but what part of the constitution states you can't ask people if they are legal citizens? I'm pretty sure it's no part. Looking at the constitution now. Only mentions of the census are in relation to taxes, mostly. You can't call something unconstitutional just because you don't like it. It has to actually conflict with the rules laid out in the constitution.
If they boycott the census they'll lose all their congressional representation. Legally, the census is the only way the government knows if a place is inhabited for that purpose.
Its too properly apportion the State electors, California will lose a shit load of electors in Presidential elections.
